Abstract: Tianjin, a large-scale city, possesses a population of more than 10 million people. HaiheRiver, the main river, which crosses the central district of Tianjin, plays an important role in economic development and city planning. For some historical reasons, a lot of traditional industries can’t adopt to the market, which gradually obstructed the social and economic development of the areas along the river. From 2003, Tianjin started the riverside reconstruction project. In 5 years, in accordance with the market system, the government plans to invest RMB 15.7 billion in an effort to comprehensively improve the infrastructure condition and circumstances along the river, which greatly enhances the city carrier function, and promotes the modern service sector and the urban industry. This plan helps increase the social investment to 180 billion yuan, gradually forms an industrial structure with tertiary industry as the main body, and provides intelligence support and service safeguard for the development of Tianjin. Through the general description of the planning and construction in the riverside district, the article expresses the experience of how to promote economic development of the riverside districts in a large-scale city and provides an example for the development and construction of the large-scale city.
