Abstract: On the ground of numerous merchants and shops in modern city, the merchants’ interests were bound to keep closely contact with public administration in city. So when the government managed and adjusted the living-quality and common-interest of public, they should and must obtain the support of non-Government Organization, especially the Chamber of Commerce. Only by receiving the active support of the Chamber of Commerce, could the government develop their function better and build the harmonious city management model with other non-Government Organizations. Furthermore, the Chamber of Commerce also could directly take part in such city public administrations as social security, environmental sanitation, public sector、municipal engineer and transportation and so on. Thus the development of city public administration demonstrated not only the result of cooperation between government and the Chamber of Commerce in modern Tianjin but also the indispensable role played by the Chamber of Commerce in mobilizing, guiding and representing the public in the city public administration. So we can say that the Chamber of Commerce played an important role in the progress of city society.
